The release notes say that the Mac OS minimum requirements are macOS 10.14.16 Mojave, for both 16.0 and 16.1, but it appears that both versions run under High Sierra (10.13.6). You can read the 16.1 beta new features list here.
BMD have pitched it as a win-win, so that anyone who is relying on using an official stable release can, and those who want to live on the top end of the development curve, can too.
